Game Editor is deployed as an archive. It doesn't have an installer, because the developer never created one. Therefore, to make it look like an installed application, you will have to manually create the folders and shortcuts.
In Program Files, simply copy the main directory and place it there, then create a shortcut on the desktop to the main EXE file.
Secondly, right click the Start button and choose Open All Users. Double click Programs and create a folder where you will only place the shortcut.
